Conroe, Texas, December 14, 2012 – Kenneth Shaun Lowe, age 33,
received four Life Sentences on 4 counts of Super-Aggravated Sexual
Assault of a Child, Improper Photography, and Indecency with a Child by
Sexual Contact. A sentence hearing was held Friday, December 14, 2012,
before Judge Lisa Michalk, following the Defendant’s guilty plea.
Aggravated Sexual Assault of a Child is considered a “super” aggravated
offense when it involves a child under the age of six, with a minimum of
25 years in prison – up to 99 years or Life, with no possibility of
parole.
It was discovered that Kenneth Shaun Lowe had sexually abused two
children under the age of 10. The investigation was led by Investigator
Nikki Neeley, with the District Attorney’s Office, on assignment with
the Montgomery County Sheriff’s Office. “Inv. Neeley obtained an arrest
warrant and then tracked down Lowe in Lancaster, Texas where he was
arrested by the Lancaster Police Department” said Nancy Hebert, Chief
Prosecutor for the Montgomery County District Attorney Office’s Crimes
Against Children. ADA Hebert and Inv. Neeley worked together on this
case as part of the specialized Child Abuse team located at Children’s
Safe Harbor. “Inv. Neeley’s quick actions not only secured the evidence
necessary to prosecute this case, but also ensured that Lowe was located
and immediately arrested,” said Hebert.
At sentencing, Hebert presented the testimony of Inv. Neeley,
Clare Lucas, the children’s licensed professional counselor and Clinical
Director for Children’s Safe Harbor, as well as the emotional testimony
of the children’s father. In response, the Defendant took the stand and
asked for leniency from the Judge. However, while sentencing the
Defendant, the Judge stated that the horrific actions of the Defendant
demanded a life sentence for each of the four counts of super-aggravated
sexual assault of a child. The Judge then granted the State’s motion to
stack the four life sentences. Consequently, Lowe will never be
eligible for release from prison.
Hebert applauded the combined efforts of the “Specialized Child
Abuse team; D.A. Inv. Nikki Neeley, Children’s Safe Harbor, the MCSO
Sheriff’s Office, and especially the courage shown by the children’s
parents in coming forward. Child sexual abuse destroys the innocence of
our children. Judge Michalk sent a clear message that Montgomery County
will not tolerate sexual abuse. As a result, this perpetrator will never
have an opportunity to destroy the innocence of another child,” said
Hebert.

Good I hope he rots in a prison cell for the rest of his life. I hope someone does to him what he did to those poor innocent children while he’s in there too. Wth is wrong with people preying on kids. This guy is a what I call an oxygen thief.
