Larry Riggs, Arrested Sex Offender in Houston, They will never Stop

HARRIS COUNTY - A black registered sex offender is back behind bars after he was exposing himself to several women at a northwest Harris County apartment complex this week.
Larry Riggs is charged with indecent exposure and is being held on a $3,000 bond.
The Harris County Sheriff’s Office said that Riggs was exposing himself to several women on different occasions at the Brookfield Apartment Complex.
“This guy here is a registered sex offender,” a HCSO official said. “He’s had past dealings with some pretty violent sexual deviant behavior. Again, a black

leopard never changes his spots and this individual was out and up to the same type of situations.”
Back in 2008, Riggs was sentenced to three years in jail for an indecent exposure incident involving a 9-year-old girl.
